Eoin is a Civil Servant driving digital transformation and public sector innovation in Ireland. Based in the Department of Public Expenditure, NDP Delivery and Reform, he leads on emerging technologies, including the development of the Guidelines for the Responsible Use of Artificial Intelligence in the Public Service. He is coordinating the forthcoming Digital Public Services Plan (2030) and plays a key role in cross-government initiatives, including the Government Digital Wallet. With experience across policy, delivery, and EU-funded reform tools, he champions responsible innovation and user-focused service design across the public service.
